It was in Ann's (lovers arcana) confidant, rank 2 if im not mistaken. I was obsessed with p5 last year so i still remember tons of small details like this :3

In a lesser known Miyazaki's anime "panda kopanda" lupin and jigen apper in the crowd somewhere, i can't exactly tell where tho because last time I've watched it was in second grade or something. But it's confirmed by anime's wiki page

I'm surprised i haven't seen this answer here yet, but there is an ace attorney character who's clearly inspired by zenigata (and also my favourite one in the series)
Also lupin himself appears in the defendant's seat in the first sketches for the game since the creator is a fan

Yes I think Ann's thief outfit is deliberately referencing Fujiko's skintight cat suit. If she just talked about a thief hero having a costume like that, would think it could also be Cat's Eye, but she says she's a female villain so I feel pretty confident it's meant to be Fujiko.

I did some digging and while this isn't a official wiki by any means, it says here it's based on Catwoman's from DC Comics
"Ann's Metaverse outfit is based on Catwoman's costume. When the group are coming up with a codename for her, one of the options Joker can suggest is "Kitty Woman."

I think that it's not a reference to a single thing, but rather to different characters used as inspiration, but it does remind me of Fujiko a lot

it seems they appear in the 1972 movie Panda kopanda, apparently in a zoo chase scene (i haven't seen the movie so i can't say for sure)

You know Cat Woman also makes plenty of sense, and would totally work being called a villain, but she did say she saw her on cartoons when she was a kid. I wonder which Batman cartoons were aired on Japanese TV around that time...
Outside of the various DTV films, the main ones airing around the 2000s/early 2010s would have been The Batman and Batman: The Brave and the Bold, the same as the US. Both had Catwoman, this was her The Batman look and her Brave and Bold look. Interestingly one of the episodes of Brave and the Bold that did have Catwoman wasn't aired in the US but was aired overseas including Japan... There was also Justice League and Batman Beyond but don't think either had Catwoman.
Did look up but apparently Batman wasn't as popular in Japan. Not all of BTAS was aired in Japan and only 69 episodes got dubbed (first batch back in 1992-1993, second batch in 2000), Season 3 of Brave and the Bold wasn't dubbed. Only The Batman had all of its episodes dubbed. Also apparently the ratings for the TV airings of the live action films weren't great at the time, some of these were cut as well.
Unless Ann had access to Cartoon Network or didn't live in Japan, she wouldn't have been able to watch the Batman cartoons on TV. This may mean either it's based on the general idea of Catwoman, a completely different character from a different series whose like her or going full circle a bit of Fujiko.

That might actually be true, since she's part american and if i remember it correctly her parents travelled a lot because of their job. So maybe she spent some time in America as a kid?

In saying that, BTAS didn't have a Catwoman design like that regardless BUT considering how big Batmaina was back in America with the release of Batman Returns which is where that suit got popular thanks to Michelle Pfeiffer. I wouldn't be surprised if that popularity reached Japan

Not Lupin (sorry), but the Pippy Longstocking fun fact: Miyazaki wanted to create anime adaptation of Pippy Longstocking, but Astrid Lindgren didn't agree. Why? Because Tove Jansson, the author of Moomins HATED how Miyazaki depicted them in his adaptation, and she WARNED Astrid against him
So yeah, I guess Miyazaki wasn't very liked in Europe at the begining of his career 
But that's why Panda Kopanda happened - he changed his previous sketches of Pippy for an original character!
I haven't watched it though, so I didn't know about Lupin and Jigen appearance, interesting!
