Going back awhile on the Lupin Club site (although I can't remember which topic) Lupin blu ray and DVD media came up and how you couldn't play them on anything due to the Region lock. PowerDVD was originally the best bet due to the fact that you never actually needed an account, this meant you could re download the software and change the region lock as many times as your heart desired. I guess word spread somehow and now you need to create an account, granted most things like PowerDVD are a one time purchase for you to have unlimited access but let's consider the fact where you simply live
You could be like me in NZ
not only is buying physical Anime media super expensive regardless I have to deal with conversion and shipping fees
You don't get to own anything simply due where you live (that's including streaming) So you make the purchase and grab some popcorn but.. that's where all the trouble begins.
So I'm making a guide on the best way you can finally watch you collection without (hopefully) having to pay for a player of sorts or at the very least, a very cheap one.

A couple of things before I begin
1: This is to follow complete legal ways to do this without stings attached (that includes not buying bootleg copies etc)
2: It seems some despite the region lock do indeed still work despite the region lock (my copy of Kino's Journey for example) but this is very rare and everything lupin doesn't want to follow that suit
3: I'm writing this as I go and had planned to do it ages ago when I first went looking and I sadly can't remember if I was successful in the end, with warning this could have a bad ending rather than a good one.
With that all that out of the way let's first talk normal blu rays players

Both Xbox and PlayStation can play DVD and Blu ray however even if you change your account region the console itself is still sold with whatever store region you brought from. Although I can't confirm I'm sure if you brought a console you knew was sold in the US then perhaps (even after an account in your country) this would actually still work.
This of course is the most expensive option you have, especially if buying the blu rays via amazon is by anything to go by.
the next of course if a Blu ray player itself..

Some good news is that the company does make Multi Regional players for people that want to spend the extra doe

Judging by this screenshot of a model I can buy for $171 NZD, you even get unlimited changes available. the problem with this price tag is the fact how much we still spent on said blu ray alone, granted it's at least a one time off purchase.
Now what I'm sure you're all here for, the digital software. Should be mentioned that a good chunk of PCs and how they are made nowadays don't rely on disc anymore, this means if you have something past 2019 or so, chances are you'll have to buy an external disc drive. Although I can't fully recall, mine cost me under 100$, funnily enough I thought it was multi region but I'm an idiot and should have realized that external drives don't come with software attached. This was ok at the time though as PowerDVD was still working.
Let's move on to our first software choice of the day!
VLC Media Player

VLC could be your winner for anything that pretty much isn't Lupin, VLC has encoder serial numbers that register that specific Blu ray can be read. Lupin really struggles with this, you can download encoder numbers but not only are they hard to find, they sometimes can result to methods that I wouldn't personally recommend and at the very least isn't worth it.
anything more "mainsteam" you shouldn't have any troubles, you also get super customizable options that a good chunk of other software don't allow.
and of course
Free and forever free.
PowerDVD

I think it's still worth going into more detail about PowerDVD despite the little hack I used to use doesn't work anymore. PowerDVD still has a bunch to offer and definitely the easiest to run without issues and even on multiple devices.
At first the software could let you change the region on a trial, however unlike most software Power made the mistake of allowing you to use the trial without creating an account, this meant I just had to redownload the software as many times as I wanted and change the region as many times as I wanted.
So what does PowerDVD offer now?
You can still play and use the region lock up to 5 times via the trial mode so you could at the very least quickly watch your blu ray now before the 7 day trial ends but is that really worth it?
you'll be paying up too $70 dollars and I'm not even 100% sure if you get unlimited locks. Still the software can even access youtube and steams probably the best without interruption.
Leawo

This is it
No strings attached and tried with multiple Lupin of my own personal collection (including my own own region B)
it is via a trial but at worst you're dealing with pop ups that can be easily closed
however..
this is also the worst software on the list due to the horrendous virtual controls that just don't like to work, you have the option of using your keyboard but grab a snack cause it's a good 10 sec delay
(not even joking)
luckily the menu has the playlist option which allows you play whatever Sub or Dub suits, it's just a pain that you can't really admire the blu rays themselves that put some effort in the menu, still no strings attached this thing never boots you off and there isn't even a region selector to worry about!
I was going to add one more player but I've gotten a bug of sorts
if anyone wants me to try a certain player, PM me and I'll slowly create a part 2
at least we were victorious in the end!
